Film dokumentuje czterdzieści lat życia J. Edgara Hoovera (w tej roli Broderick Crawford), który był dyrektorem FBI. Jego historia rozpoczyna się w czasie Prohibicji, kiedy wdrożył prawo regulujące sprawę przemytu napojów alkoholowych i przestępczości zorganizowanej. Później Hoover musi zmierzyć się z "Czerwoną paniką" w latach 50., z Robertem F. Kennedym (Michael Parks), z falą zmian związaną z latami 60. oraz z własną nienawiścią do dr. Martina Luthera Kinga, Jr. (Raymond St. Jacques). Reżyser filmu zajmuje się także rzekomym anormalnym życiem seksualnym swojego bohatera, łącznie z jego obsesją na punkcie zmarłej matki (June Havoc).
